THE FREQUENCY

The Holy Spirit is not a physical “show.” He is the presence of God within the believer to produce Truth, Fruit, and Power for the mission.

PROTOCOL 07.1 THE IDENTITY

The Holy Spirit is God

The Holy Spirit is not an “it” or a “feeling.” He is God. Peter makes this explicit in the briefing regarding Ananias.

“Peter said, ‘Ananias, why has Satan filled your heart to lie to the Holy Spirit… You have not lied to men but to God.’” ACTS 5:3, 4

Lying to the Spirit is lying to God. He is the Lord. He was present at the beginning of time.

“The Spirit of God was hovering over the face of the waters.” GENESIS 1:2
PROTOCOL 07.2 PERSONAL CAPACITY

A Person, Not a Force

A “force” cannot have a will or a mind. The Holy Spirit possesses the characteristics of personality: He speaks, teaches, leads, and wills.

“But the Helper, the Holy Spirit… He will teach you all things and bring to your remembrance all that I have said to you.” JOHN 14:26

Because He is a Person, He can be grieved by our actions. A current of electricity cannot be grieved: a Person can.

“And do not grieve the Holy Spirit of God.” EPHESIANS 4:30
PROTOCOL 07.3 STRATEGIC PURPOSE

Why the Spirit is Here

The Spirit is the continuation of God’s presence after Christ’s ascension. Jesus stated it was an “advantage” for Him to leave so the Spirit could come to dwell *within* every believer permanently.

“I will ask the Father, and He will give you another Helper, to be with you forever, even the Spirit of truth… He dwells with you and will be in you.” JOHN 14:16, 17

God has moved from a visitation model to an indwelling model. Your body is now the operational headquarters for His Spirit.

PROTOCOL 07.4 HEART TRANSFORMATION

Truth on the Heart

The Spirit exists because external rules could not change the human heart. He was sent to perform an internal reconstruction promised long ago.

“I will put My law within them, and I will write it on their hearts.” JEREMIAH 31:33
“I will put My Spirit within you, and cause you to walk in My statutes.” EZEKIEL 36:27
PROTOCOL 07.5 TACTICAL COMMUNICATION

The Anatomy of Tongues

In Scripture, the word translated “tongues” means literal languages. The first occurrence in the Legacy was understood human language. It demonstrated that the Gospel was breaking international borders.

“Each one was hearing them speak in his own language.” ACTS 2:6

Scripture provides strict regulations for this gift in the church assembly to prevent chaos. If there is no interpreter, silence is commanded. Understanding is always the priority.

“Thus tongues are a sign not for believers but for unbelievers.” 1 CORINTHIANS 14:22
“If any speak in a tongue, let there be only two or at most three… and let someone interpret. But if there is no one to interpret, let each of them keep silent in church.” 1 CORINTHIANS 14:27, 28
PROTOCOL 07.6 DEBUNKING THE BADGE

Do All Speak in Tongues?

One of the most damaging misunderstandings is that tongues are a required badge of salvation or “tier two” Christianity. Scripture answers this directly.

“Do all speak in tongues?” 1 CORINTHIANS 12:30

In the original Greek, the grammar demands the answer: No. Tongues are a gift, not a requirement. They are distributed by the Spirit as He wills, not as we demand.

PROTOCOL 07.7 THE EVALUATION

Gifts vs. Fruit

Adults often mistake spiritual “ability” for spiritual “maturity.” You can be highly gifted and still be in total rebellion. Gifts are given: Fruit is grown.

“On that day many will say to me, ‘Lord, Lord, did we not… cast out demons in your name, and do many mighty works in your name?’ And then will I declare to them, ‘I never knew you: depart from me, you workers of lawlessness.’” MATTHEW 7:22, 23

Power without relationship is a deception. Relationship with Christ is defined by Fruit, not Manifestations.

PROTOCOL 07.8 THE CRITICAL COMPONENT

The “Noisy Gong” Principle

Scripture intentionally places the “Love Chapter” (1 Cor 13) right in the middle of the instructions on Spiritual Gifts. If you have the gift but lack the nature of Christ, you are a tactical failure.

“If I speak in the tongues of men and of angels, but have not love, I am a noisy gong or a clanging cymbal.” 1 CORINTHIANS 13:1

The Fruit of the Spirit (Love, Joy, Peace, Patience…) is the evidence of His presence. Gifts are just the equipment for the job.

PROTOCOL 07.9 ORDER VS CHAOS

The Manifestation Trap

Spiritual gifts are for the **Common Good** (1 Cor 12:7). Physical “manifestations” that focus on the person, cause chaos, or bypass self-control are not from the Spirit.

“For God is not a God of confusion but of peace.” 1 CORINTHIANS 14:33

True Spirit-filled activity is characterized by **Self-Control**. Any experience that forces you to lose control is not a biblical manifestation of the Holy Spirit.

“The spirits of prophets are subject to prophets.” 1 CORINTHIANS 14:32

Operational Frequency

The Holy Spirit is God with us. He gives gifts for service, but He produces fruit for transformation. Pursue the Giver, not just the gifts.
